Unhappy White colorations with red specks

for about a month now, I've noticed tiny, tiny random red specks on my skin. However, around the specks there seems to be white discoloration. I have a red speck on my lip and cheek and on my arms. I researched that it maybe a fungal infection. Could they be weakening blood vessels? They do not itch and the red specks seem to have to do with the vessels.

I freaked out about two weeks about thinking it was thrombocytopenia; however, four nurses and a CBC check negated those suspicions. The white spots are more noticable than the specks, which have to be seen close up. I am curious of how serious this is.
