Post 115/36 Is this a huge concern?

My daughter recently went to see her rheumatologist and they were very concerned about her heart. She has recently developed a very strange heart arythmia that she is seeing a cardiologist for. However, these last 2 times she has been to the rheumatologist her pulse was 40 and 42. This last time her blood pressure was 115/36. They were very concerned about this! She needs to be treated for migraines and lupus like symptoms, but they are afraid to treat her because of her heart. Is 115/36 real bad?

The bottom number called the diastolic is too low.

See a cardiologist for proper treatment.
