Question cuticle pushed back, btm of nail exposed!help!

Okay...it is me again! I think I have too many problems.. this is a question about my daughter..
she is 10 years old and the skin near her cuticle is irritated and it is red and had receeded to the point that the bottom of nail is exposed!

Does anyone know what causes this? I have tried to get her to wrap it in a bandage and put neosporin or something on it but she wont do it...I am wondering how dangerous this is...do I need to take her to a dermatologist?

I am bumping this to give it another chance..I am really desparate here...and my the bottom of the nail being exposed, I mean the part where the nail starts growing which would normally be UNDER the cuticle...

Any Ideas? I have never seen anything like this before!
