You don't explain why you can't take decongestants, but there are a couple of options that don't have the same side effects of oral decongestants like Sudafed.
First of all, using a SinusRinse bottle or Neti Pot to irrigate your nose with salt water can help with congestion.
If your congestion is very severe, you could use a topical decongestant spray for a day or two but be VERY careful not to use the spray for longer than a day or two - it can actually cause the congestion to get worse if used for any prolonged period of time.
