Question Minimal bilateral maxillary and minimal anterior ethmoidal sinusitis

I have a friend who has been diagnosed with Minimal Bilateral Maxillary and Minimal Anterior Ethmoidal Sinusitis - doctors have suggested surgery for this - does it make sense to have surgery if it is only minimal and not chronic ? Any opinions welcome
