Severe sun burns that cause blistering early in life DO predispose a person to cancer later on in life. Non-blistering burns have a lower risk -- but are STILL dangerous.
There is no such thing as a "permanent" tan.
Yes, you can tan with sunscreen and this is the ONLY way you should ever tan!
SMALL amounts of sun create vitamin D and are actually good for you. Tanning also helps PREVENT future burning -- this is a natural biological function of the skin -- it darkens to help reduce the risk of burn. But you can get your vitamin D in other ways -- tanning is not an "excuse" to get vitamins!
ALWAYS use sunscreen and limit your exposure to SMALL doses of sun. Tan SLOWLY. Rushing it is DANGEROUS.
Not only is skin cancer a risk, but as you get older you may see more lines and wrinkles if you have had too much sun in your youth.
Lots of people go through the "burn first, then tan" thing each summer. This is NOT cool. ALWAYS tan SLOWLY, OK? Rush it -- risk skin damage and future cancers. Take it MODERATE and slow and use sunscreen instead, OK?
