It could be a fungal infection, or a form of eczema called pompholyx. The eczema can be treated with topical steroids, the fungus with OTC antifungal creams. If it IS a fungus, topical steroids can cause it to spread.
If you have athlete's foot or toenail fungus ( it IS possible to have it without knowing, sometimes people just mistake it for dry skin), the fungus can cause these small blisters to appear elsewhere on your body, commonly on the sides of your fingers. They are an allergic reaction to the fungus - the blisters don't contain the fungus.
It is best to see a doctor who can determine what those blisters are - a fungal infection, pompholyx eczema, or an allergic reaction to a fungus elsewhere in your body.
