The white bumps are called "milia", which you may have had since childhood, or more likely you may have used some eye creams that had... MINERAL OIL OR PETROLATUM. SO many eye creams have them in it, and mineral oil fills the pores and hardens into a cyst-like hardened white-head. Petrolatum is of course... VASELINE, which is worse for your skin than the mineral oil. Both cause these little white bumps. How do you get rid of them? This is one good thing a dermatologist is good for.... they need to be extracted, or if you're very very very careful, you could sterilize a sewing needle, poke holes in them, and gently, GENTLY squeeze out the tiny little white "pea" that's trapped in there, then use an astringent gauze pad to rinse them. Of course, I do NOT advocate using a NEEDLE near your eye, have the doctor do it. I have done it to myself, with success, but having a needle near my eye was unnerving. If I'd slipped or jumped, it would have been tragic. Plus I'd have nobody to SUE!
I hope I helped!
