Plucking does tend to make ingrowns happen more than shaving. But, some things that can help is that you wash your skin before you pluck. It is supposed to soften the hair and the open the pores which is supposed to make removing the hair easier. And, to help prevent ingrowns thereafter, exfoliate in that area regularly. Use a loofah or shower puff thing. Start this now since you have an ingrown. Exfoliating should help bring the hair to the surface. Once the hair is at the surface, the swelling should go down. You might even consider getting an exfoliating soap or cleanser of some sort like what you would use on your face. You can find them in the health and beauty aisle in the grocery store.

Otherwise, you might consider have laser hair removal. With no hair to remove, you won't have ingrowns.
