The dot is called a cherry angioma. It is a vascular lesion. Those are a lot of fancy words but they are completely harmless. The cause is unknown.

I have these spots, cherry angiomas, myself - everywhere. My dermatologist told me they were hereditary, although neither my dad nor mom have them.

I have small red spots, too, mostly on my arms. I also recently find myself getting bigger spots on the arm area when I bump my arm, or at times when I play with my dog and she scratches my skin with her nails. I am on b/p medication, and I am not sure if this is caused by the meds, or if it is because I am getting older and my skin is getting thinner. The spots appear quickly after I bump my arm. and it looks like a "blood" spot. Noticed small tiny red spots also, like you. I will have to check into the cherry angioma thing!

Re: what are small dots that look like blood that are at the surface on the skin

It depends on cause, location, and quality. It would also depend on age to a small extent. They could be cherry angi's, petechiae, telangiectasia,... A little hard to be more specific, since many things can cause spots. My questions would be do they look more like a rash of sorts, are they flat or raised, and are they more like little bruises or does it look like you're acutally bleeding into your skin?
Generally speaking, most causes are pretty harmless (such as bumping into something) or some kind of blood/vascular issue (like being on the anemic side). Pretty rare but possible, an indication of something systemic that's a little more serious and/or something requiring treatment (like ITP, TTP, lymph issues, leuk issues).
