It depends on cause, location, and quality. It would also depend on age to a small extent. They could be cherry angi's, petechiae, telangiectasia,... A little hard to be more specific, since many things can cause spots. My questions would be do they look more like a rash of sorts, are they flat or raised, and are they more like little bruises or does it look like you're acutally bleeding into your skin?
Generally speaking, most causes are pretty harmless (such as bumping into something) or some kind of blood/vascular issue (like being on the anemic side). Pretty rare but possible, an indication of something systemic that's a little more serious and/or something requiring treatment (like ITP, TTP, lymph issues, leuk issues).
