Unhappy Skin tag in uncommon place?

I have had skin tags and I have had warts before as well. For several years I had a breakout of warts on my fingers and on the bottom of my feet. The odd thing is that these warts would only appear one at a time. As soon as I'd take care of one, another would appear. They've been gone for years.

Now skin tags, I've gotten them mostly on my neck. They're tiny and not really visible until you get really close. There is also one on my armpit which I hear is common. I used to have one on my forehead even. That one and the bigger ones I've taken care of with those DIY wart freeze-away kits you get from CVS or Rite Aid. Yeah, I know they say only to use them on warts, but it works.

Right now I have several on my neck, but what's kind of bothered me is that I have one on my scrotum. And it's been there for years. It's really skinny and it seems like if I pulled hard enough, it could come off. It's pretty much hanging by a thread.

Are skin tags in your genital region common? I am afraid it might be mistaken for a wart. And as I've said, I've had warts so I know what they look like and what skin tags look like. The one on the scrotum is the same as the ones on my neck, just darker skin. Should I probably not attempt to use the freeze-away kit down there? Is this more common than I think it is?
