White spots on legs

I have had white spots on my lower leg and lower arm for a number of years. Now,probably from the sun, they have now turned light red in color and look slightly inflamed even though I use sun screens. It doesn't go away and stays red even in the winter. some of the spots were in a cluster and looks like a large red spot on my leg. The spots on my arms are the same. Moistureizers don't help. Is there anything that can be done. I was thinking of a deep chemical peel
