I have been getting these bumps on my elbows for years, and they only occur in the Spring/Summer, which I find to be quite odd. This time around, there are plenty more on my right elbow than my left, and they are much bigger on the right. They are itchy and dry...in this photo, I had just put moisturizer on them. When I flex, you can't really notice that there are any bumps. What are they? I've been wondering for years!

You know, I've also had seasonal bumps on my elbow. Last year and then this year in March. My best guess is that it's a weird manifestation of hay fever, because March is when the very earliest trees pollenate in my area (mostly cedars). My seasonal allergy symptoms stretch from last frost to first frost, but they CHANGE as one plant dies off and another takes over.
Moisturizer, hydrocortisone creme, maybe oral antihistamines if they itch a lot. Try to keep your body cool, too. And make sure whatever you put on it doesn't make it worse. If you have any doubts, test it on a small patch of the rash.
