Infected Hair follicle?

Alright to start things off, kind of embaressing, as its dealing with "down there" first let me start by saying i dont have a family doctor. Alright, about 1-2 months ago i decided to shave the bottom of my shaft, and ive always had problems with ingrown hairs down there so i usually just stuck to trimming, well the next day i wake up and sure enough i had an ingrown hair, so i got rid of it and got the hair out best i could, and ever since then ive had these tiny tiny little red bumps about 5 of them in that spot, with all my reading ive done i came to the conclusion that it was an infected hair follicle, and it said to apply antibiotics, so i had been putting neosporin on it for quite a while, while it does make it look better at the time and shortly after the neosporin wears off, it goes right back to normal if its not on there constantly, any help? its almost like a tiny little cluster of bumps that are red like right where the hair would grow in the area i shaved.
