Is this a rash?

My father has red bumps on the right side of his face and the back of his neck. I do not know whether it is a rash; he says that it hurts. The pain was enough to keep him up at nigh. The bumps have turned a darker red because he tried rinsing it with salt water once and another time with vinegar. He's tried rash creams and aloe vera gel, but nothing seems to work. If anyone could provide an explanation, I would be grateful.

A painful rash (not itchy but actually painful) on the head of a middle aged or older adult could be shingles. It's a viral infection, basically chicken pox coming back years later. It generally strikes when the immune system is weak.

If it is shingles, he should see a doctor as soon as possible for anti-viral medication. It can shorten the illness from months to weeks, and reduce the risk of complications such as neuropathy.
