Post Dry Skin

Just wondering..When you scratch dry skin that itches, is it normal for the skin to form a light rash on a very fair skinned person? I always thought that the skin just turned a little red if anything. Anyone have any thoughts on this? It goes away once I leave it alone, but, like I said, initially when I scratch it sometimes has the look of a light rash. It's in the fold of my elbows.

Okay, I also notice it when I get out of the shower and when I dry off, I get a little rash in the same place, but then it fades or disappears within a minute or two. Could it be the towel? (It's not the softest towel)But why would a rash be dormat like?
