A good over the counter cream I use for cuticles and dry fingertips that can split and be painful is called Eulactol in New Zealand. Says on the container it contains Urea, preservative Nipastat. I find that to prevent fingertip splits, just use petroleum jelly asa protection. Good luck.

He should be able to get some Eucerin cream (I think that's the spelling) at most drug stores. He can also try Shea Butter. It will take a while using either one though. The best beginning is to apply antibacterial ointment and wrap with a fingertip bandaid for the first few days or so, then start with the creams/ointments.
