Question faint red dots on legs?

hello. I have had a thing going on with my legs where every once in a while i will get faint red dots on my skin. I know its not a rash, because they arent bumps or itch. Whats odd is for example if i get a mosquito bite and after scratching it and it starts to heal, these dots appear in the area and are more saturated. This will also happen if i get a bruise. They eventually go away, but it takes a long time. I think they might be little broken blood vessels. But i am not sure what it is. Maybe it has to do with poor circulation? Does anyone know?
