Anyway, one does not necessarily have to 'see' dead skin cells for them to group together. Sometimes, they group together due to a skin infection of some kind, and in the case of the feet, it can be either fungus, or a yeast (candida) infection that has manifested itself in this manner. Have you seen a dermatologist? You certainly might want to. The area may benefit from a topical steroid ointment/cream, or it may respond to a simple antibiotic ointment. It could also be some sort of allergic or contact dermatitis.
