Strange bump, need help identifying

Hello everyone,

I need help identifying a problem I've had for about 6 months now. Below my lip and above my chin I've had a small, painless, almost flat, non-red, non-irritated, non-itching bump. If I rub the bump, it becomes extremely puffy (grows like 3x its size), becomes red, irritated, but still not painful.

It is not a scar, nor a pimple, nor a whitehead as far as I can tell. It will not go away. I've tried treating it with benzoyl peroxide and polysporin, but it's below the skin and doesn't act like an injury or infection. The bump is not hard, but stiffens up a little bit when rubbed and puffed out.

Does anyone know what this might be? I'm at a total loss and I really want to treat and remove it.
