Yes, I have used the inhaler and patches at the same time. Sometimes, even a nicotine gum!!! However, I would try to make one cartridge for the inhaler last for a day or two. If you just use the inhaler, you can use up to 12 cartridges a day. I didn't want to overdose on nicotine! You should be fine. I figure the 21 mg patch is equal to about 10 cigarettes, maybe less, and one cartridge is equal to 1-2 cigarettes, so overall it is way less than I used to smoke.
Do whatever it takes! Don't forget to take off your patch when you put a new one on in the morning. I've done this a few times and walked around all day with 2 patches on! LOL
