You may want to seek a second opinion with another neurosurgeon and/or orthopedic spine surgeon. This way you'll be able to better gauge if what you are being told is true in your case (since we all have different levels of impariment pre and post op).

C5-C6 spinal fusion arm weakness...I could barley lift my arm!!! 
4 Months now and the ROM and weakness in my right arm has not improved . My surgon said it could take up to a year and that it could also me perminate nerve damage. 
Can anyone lend some advice on this? I feel very disabled at this point and could use some good advice
