Puberty, Am i late or do i have a problem?

Im 15, very nearly 16. I have had pubic hair for a while now along with a snail trail and a fair bit of armpit hair but my penis still seems to be in a pre-puberty state. its 3inches when flacid and can reach orgasm but the foreskin does not move over the head. I am tall for my age (6ft1/6ft2) but this is bothering me. Is it because im late (if so why i every ther part of me developed?) or is it because i have some sort of hormone deficiency? Thanks for your help

The flaccid size of the penis is not a relevant measurement. Only the erect size is accurate. 3 inches flaccid is considered average by many. I know it sounds short but it is not. The average erect size ranges from 5-7 inches depending on your race. It can also continue to grow until adulthood. Some people can be into their 20's before it completely stops.

You do not appear to have a hormone problem because body hair growth is triggered by hormones.

You mentioned that your foreskin "does not move over the head." Do you mean that it does not come off by itself or you are not able to pull it back? It is normal for some guys to have enough foreskin to completely cover the head while erect. If you cannot pull it back with your hands, then you may have a tight skin which is called phimosis. If you think that is what you have, there are some good posts on this site to help you solve the problem.
