Noticed no one had responded. All I can say is I don't have eye puffiness unless I have something else like allergy attack of lack of sleep. Are your eyelids truly puffy or is it more like your eyeballs bulging ******d? Hyperthyroid is notorious for causing bulging eyes. Hyper and hypo both share some of the same symptoms, so it is best to get a proper set of tests run to see waht your thyroid is doing.
When I was going through my hypo period before I had RAI treatment, my eyelids were very puffy every morning. This was when I was very, very hypo with a TSH over 100.
Have they checked your antibodies? Sometimes this can alter test results.

Hello! First, I noticed you said your blood tests were "normal." That always bothers me because my blood tests were always "normal" too!....until I went to a doctor that specializes/believes in "Wilson's Syndrome." Your blood tests will be "normal," but your temperature will be consistently low. Look up "Wlsons Syndrome" on the Net.
My eyes were always puffy, I tried everything including eliminating almost all salts from my diet. It was not until I was put on Thyroid meds that everything-including my puffy eyes, changed. Good luck to you!
