That .08 is too low, you should be mid to upper in that range, mid range is 1.3, you should be above this number, no wonder you are experiencing symptoms. Weight gain does not happen to everyone, so you can still have a thyroid problem without gaining weight.
I think you need a new dr, also you need to have your Free T3 checked as well as the Free T4 and get tested for thyroid antibodies, chances are you have them. Antibodies will cause tons of symptoms with otherwise "normal" frees and normal TSH and this can go on for years before the TSH that most drs go by is even out of range.
Keep us posted on your progress, finding the right dr is sometimes hard but worth the search.
