Question diagnosing hypothyroid

I went to see my doctor about my diagnosing if I have hypothyroid.I asked him about the test they do and he said that tsh is the most important test and that you do the ft3 and ft4 and antibody test only after you have been on medication.
Does this sound right?
I thought everyone was saying to have ft3 and ft4 and antibody test done to diagnose hypothyroid before being put on medication?
I think I understood him correctly.
