Your TSH alone doesn't indicate you're "borderline" hypo. It might indicate borderline hypER... but it all depends where your free thyroid hormone levels lie.
I think you're right to be leery of anyone telling you to remove your gland just for multiple cysts or nodules. Unless the enlargement they can cause presses on your windpipe or esophagus, causing constriction of either. Get more opinions if that's still an issue.
If you're having many symptoms (other than cysts), you might consider more thyroid tests, including a new TSH, free T4, free T3, and thyroid antibodies. You might have something going on, no matter that your TSH looks OK.
