Great question!
The definative test for Graves is to test for TSI (Thyroid Stimulating Immunoglobulins). These are the antibodies that cause Graves disease by overstimulating the thyroid gland.
TPO antibodies are responsible for Hashimoto's Thyroiditis, but some folks with Graves will test positive for them in much lower titres than is found in Hashi's.
