We'd have to see exactly what your T4/T3 were - and their lab ranges - in order to answer your question.
Were you diagnosed with Graves' disease? Were your T4/T3 ever above range? Did you give anti-thyroid drugs a chance before taking RAI?
It can take weeks to months, even up to a year, for TSH to adjust following RAI. Plus, T4/T3 "in range" is meaningless, because you have a particular point within the range that's meant for you... Just any old place in that range won't be right for you. If those levels are at the very bottom of the range, even if still inside the range, they're quite likely far too low for you. That means you're hypothyroid, even though your TSH hasn't caught on to that yet.
