It can be either....
Thyroid hormone levels can be too high for the patient (hyperthyroidism) and then TSH is suppressed.
Or - the person is like me - Graves' disease and now hypo - antibodies suppress my TSH
Or - the person can be taking thyroid hormone replacement meds and need a low TSH in order to have thyroid hormone levels that keep them feeling good.
Hyper/hypothyroid levels are better determined by looking at the actual thyroid hormone levels (FreeT4 and sometimes, FreeT3) rather than looking at the pituitary hormone, TSH.
