For a layperson, I feel pretty well-versed in anatomy and physiology. But I never in my 62 years ever heard of that test, and I even have a blood platelet disorder myself!
In all my 10 years of reading and research into thyroid conditions, I've never seen a clotting abnormality associated with low thyroid. Doesn't mean there isn't; but if there were, I think I'd have read something about it.
