Could you provide a little more detail? How old is the person you are talking about? How often do they blink? If asked, "why do they blink so often, what is their response?" Are there any vocal tics (grunting, clearing the throat, etc.) All of these could be nothing or a simple tic that will resolve on its own, transient tic disorder, or could develop into tourette's syndrome. As a note, I remember quite vividly blinking A LOT as one of my first tics. And yes, I have tourettes.
