Cystoscopy scheduled - question

I have a cystoscopy scheduled and didn't think to ask my doctor a few questions I had at the time. I'm a 61 year old male who for at least 10 years have had a trace of blood in my urine with each yearly physical. A new urologist suggested the cystoscopy. My old urologist didn't think I needed one. I don't have any problems except for minor dribbling after urinating. Should I have a urine cystology done before the cystoscopy to detect any cancer cells? Can I have general anesthesia (what are the risks) for the cystoscopy? I don't take any kind of pain well.
