Red face Penoscrotal webbing/testical retraction?

I'm Uncircumcised.
I've noticed that my penis has webbing underneath from the scrotum to about 1/4 along the underside of the penis, which i researched what it may be and it came down to Penoscrotal Webbing. It does make my penis look an inch smaller, I'm wondering if this is possible to correct in surgery? and roughly the estimation of cost?
My other problem is when i gain an erection my testicles move up just above the penis or one on each side of the penis, is this happening because i have excess skin (webbing) under my penis? when i get an erection my scrotum gets really tight which forces my testicles above my penis and to the point of no scrotum.
