Since you are exercising: As you gain muscle, you are losing fat. If you jump on the scale, and you see it not moving, or going up a little, it is the weight of the muscle, not the fat.
Now, if you weren't exercising, and you were on a diet, and you saw the scale moving down, I would say that you are losing muscle weight, not fat in the begining.
I am assuming that you are eating healthy. If you are not, that is another thing to consider. Your eating habits.
