Not necessarily - you may be replacing fat weight with muscle weight and as such not seeing any change on the scales. This can depend on your dietery changes but is usually relevant to people who are exercising, lifting weights etc. Some people only rely on scales to monitor their progress and if you are doing any exercise that might tone or build muscle, the scales might not show any reduction and some people get upset by this.
On the other hand your weight might stay the same or increase (screams are heard from readers) but you may have lost an inch or two around your waist, hips etc, which is still a positive change. For this reason I highly recommend people taking body measurements to assist with any fitness routine. As long as the same person takes them at exactly the same points every time you will get a better indication of your real progress.
The usual measuring points are: around the shoulders, biceps, chest, waist, hips, upper legs and calves.
