Yes. You can still lose weight, but your body will reach a point where it doesn't want to lose more, and you might not be satisfied with the results.
If you want to tone up, define muscle, burn fat faster, then you have to exercise. But you can definitely lose weight by reducing your caloric intake and by continuing your normal life. Just eat plenty of fruits, veggies, & protein, and drink plenty of water and you'll lose it. Exercise is very good for you -- esp for cardiovascular health -- so you should look into it. Even if you just walk for 30 mins a day, broken up, its better than nothing.
