Try toning exercises targeting the butt & thighs, like squats & lunges. These exercises do not get rid of fat, but tone the muscle. I have not lost any weight in the last month or 2 - ok, I have been going up & down with the same 2 lbs! But, I have been using the the Firm workout videos using their fanny lifter. Believe me, I see the results already.
I think sometimes people forget that toning/weights can enhance the appearance of otherwise unappealing areas even without fat loss. But, that being said, I am not extremely overweight. I have only about 10-15 lbs to lose. Maybe that makes a difference.
I do agree that genetics can play a big part in your body shape. You may always be heavier on the bottom, but toning your butts & thighs may reduce the heaviness
