You can probably start a diet that will lose water weight (like South Beach) relatively quickly over a two week period, but even that doesn't come close to what you are wanting to do.
If someone figured out how to lose 40 lbs safely in 3 weeks, they would be a millionaire.
You can probably do it safely, but I would imagine you would have to exercise several hours a day like they do on The Biggest Loser. I'm talking around 8 hours a day and, if you have a job, that would be almost impossible. Plus, it's depending on how much you weigh. If you are 300+, then you could do it. Any weight below that is way too dangerous. But, no matter what you weight is, you do not try to lose that kind of weight in such a short period of time unless you are being very closely medically supervised.
Sorry man but that is one of the most ridiculous questions i have ever heard. Trust me it takes time to lose weight. i would say 40lbs could be done in 3 months with extreme dedication. I know because i have just acheived my 40lb weight loss in 13 wks. I started at 248lbs and am now 208lbs. if you are over 300lbs you might be able to pull off losing 25lbs in a month or so.

If you are 40 pounds over weight chances are your not going to lose it in 3 weeks.. but you can def. lose more then 6 to 8. I would give a max of 15 anything more would be way far gone. Its just if starting off your health isnt that great you could lose 6 to 8 pounds in water weight

The most you should lose a week is 5 pounds... any more then that... is un-healthy.
And it can affect your heart in the long run.
So the max amount of weight you should be worried about losing in 3-weeks is = 25-30 pounds.. not 40.
