The reason Blue Cross turned you down had nothing to do with you paying your bills on time - it was because of the pre-existing condition. Most insurance companies will reject a new applicant with a pre-existing condition, or at the very least not actually 'cover' them for the first three months to make sure they're 'OK' and not going to run up an astronomical medical bill. Insurance companies are more than happy to insure a healthy human being, but someone who already has a condition (pre-existing) runs the risk of having expensive medical procedures that the insurance company doesn't want to be responsible for. Same thing for someone who is already covered and then suddenly has a bypass or some other medical emergency - first time you're even one day late with a payment, they'll cancel you on the spot as you are now considered high risk and they no longer wish to have you on their policy. Since they can't cancel you for being sick, they'll simply wait until they can do it legetimately, and first late payment gives them that right. In your case, they may agree to give you insurance after a waiting period, but you would have to ask about that and see what the conditions are.
You do really need to see a doctor though, if only for a simple pap test and nothing more. As the above posters said, there are clinics and places where you can go to be tested either for free or based on what you can afford. On the plus side, cervical cancer is very slow growing so you are probably just fine even with an abnormal pap test, but please get in to see someone as soon as you can, ok? Take care.
