My cycles became shorter (21-24 days) when I started peri-menopuase about 18 months ago. I'm 48, and am still getting periods and they're still short, but I've had my hormone levels tested, and I'm starting to 'change', although it could still take a few years. My gyn say's it's common for cycles to be come shorter before you start missing them.
Depending on your age, this could be the cause. Otherwise, maybe your cycle is just changing. 23 days is normal for some women. Do you have any other symptoms?
