a child having a GI tube is not going to gain weight normaly,maybe she could have a high cal formula added to her milk.but at 15mons,she should be at least 25lbs.and i would see if she could get an opp.with a nuroligist,and have some CT scans and a MRI done,so that the cp can be diagnosed.
