I had the same problem when I first started driving (I have mild CP also). I think it's just nervousness combined with inexperience. It probably will get better with time.

I think it's mostly psychological-- such as, he THINKS he won't be able to do as well BECAUSE he has CP, and with that preconceived notion, he takes longer to make decisions.. you may want to consider putting special handbrakes in the car, even though he may not PHYSICALLY need them, if he is more "able" with his hands, he'll be less afraid to make decisions, and it might be physically easier as well.

Just a little assurance and he will do fine. It will also boost his confidence to be able to get around independently.
