Though no one could make a correct diagnoses of your brother without being a physician and perfoming an examination or tests, it DOES sound like your brother has a brain-injury. Cerebral Palsy (or other brain-injuries) are not readily diagnosed in early infancy, and if it the injury is mild, a child's symptoms can be missed by a family physician as being eccentric.

Call "The Institutes for the Achievement of Human Potential," in Philadelphia, PA, USA. (215) 233-2050 and ask your questions there. The Institutes knows more about helping brain-injured children and adults than anyone else in the world. You can research their website for additional information: (www.iaph.org)
