Try the old fashion way and start by schedule training your daughter same time everyday, it becomes a routine. don't ask if she has to go build it into the routine. You get up and go to the bathroom, you have breakfast and then go to the bathroom. Keep it as consistent as possible in terms of timing. Also paper diapers are the kiss of death in toilet training because the child never feels wet, try cloth with rubber pants so she feels uncomfortable and cold. I suggest you do this in the summer or if you live in a warm climate. Expect that she will be successful''' Good luck and remember its worth the effort for self-esteem alone.
