Yes and no. It takes 21 calories to take 1 pint of ice-cold water up to body temp. The metabolism is not speeded up as the water takes on the temp of the surrounding body tissues.

So, yes drinking very cold water does aid in weight loss, as 21 calories is 21 calories.

But, in reality it has very little effect in weight loss. Aim to drink about 8 glasses of water each day. If you drink lots more than that you will put stress on the kidneys, as will too little water.
