I assume your EKGs came back normal, and that is why they believe it is not heart related. But, given your history of high blood pressure, I would not stop pressing on...
GERD, which is the flow of stomach acid back up into the esophagus, can cause chest pain, but I haven't heard of it causing pain in both shoulders. Often, the person with GERD is well aware that they have it, because they wake up at night with severe heartburn, or even choking on stomach acid, because laying down allows the acid to easily flow back up into the esophagus. Since it is quite unpleasant, I would be really surprised if you have it and didn't know it! I would recommend getting a second (or third) opinion if your doctor seems to be trying to stop at that diagnosis...
