I would find an attorney who specializes in estate planning and have them draw up a "special needs trust" for this child. The parents do not have to have control of the funds, someone competent could be appointed. A special needs trust is money that will only "supplement" whatever lifestyle the child is accustomed to (helps for when they turn 18 and qualify for SSI and can't have any assets in their own name.)
