I have an older sister with Down's. We've always had pets around the house. A pet that would be dominant to your daughter Emily needs obediance training. It is not okay for a dog to behave like that with ANYONE. It is most likely because she is so little. My dog is very rough and he "knows" not to jump on my sister. He does however, try to dominate my 6 year old daughter.
