If your exercising and your losing inches be happy, your just gaining muscle as your losing fat and since muscle weighs more than fat the actual loss in lbs won't be as dramatic.
How many carbs and fat depends on what kind of diet your going on. You could do a low fat with lots of fruits and veggies and not pay much attention to carbs. or you could lower your carbs and cut all types of refined sugar out of your diet and not pay a whole lot of attention to fat..or a combination of both. Go to the library or book store and pick up a good low carb book. If you go to the weight loss board you can read about what people think of those types of diets and the books to buy.
